feat(e2e): 创建管理员完整工作流测试

Browse Source 
实现用户旅程测试：
- 管理员登录
- 创建角色并分配权限
- 创建用户并分配角色
- 验证新用户登录
- 清理测试数据

采用 serial 模式确保测试顺序执行
