chore(impeccable): 审计工具链重构与精简
更新 .agents/skills/impeccable:移除旧 detector/live 脚本簇与若干 reference, 改用打包后的 scripts/bin 与精简 reference(含 degraded/*、native/*)。 纯工具链,不触及营销站源码与站点运行时。
