chore(impeccable): 审计工具链重构与精简

更新 .agents/skills/impeccable：移除旧 detector/live 脚本簇与若干 reference，
改用打包后的 scripts/bin 与精简 reference（含 degraded/*、native/*）。
纯工具链，不触及营销站源码与站点运行时。
